Vai trò của cộng đồng trong quản lý tài nguyên thiên nhiên và phát triển du lịch: góc nhìn từ nghiên cứu toàn cầu

Trong bối cảnh biến đổi khí hậu và suy giảm tài nguyên, vai trò của cộng đồng trong quản lý tài nguyên thiên nhiên và phát triển du lịch bền vững ngày càng được nhấn mạnh trên toàn cầu. Bài báo này sử dụng phương pháp tổng quan hệ thống tài liệu để phân tích các mô hình như quản lý tài nguyên dựa vào cộng đồng (CBNRM) và du lịch cộng đồng (CBT), với mục tiêu xác định điều kiện thành công, thách thức và bài học kinh nghiệm từ các quốc gia như Namibia, Canada và Nepal. Kết quả cho thấy, khi được trao quyền thực chất, hỗ trợ kỹ thuật và khung thể chế linh hoạt, cộng đồng có thể đóng vai trò trung tâm trong bảo tồn sinh thái, phát triển sinh kế và bảo vệ văn hóa bản địa. Tuy nhiên, các rào cản về pháp lý, năng lực nội tại và phân phối lợi ích chưa công bằng vẫn là thách thức lớn tại nhiều quốc gia đang phát triển. Bài báo cũng đã đưa ra các khuyến nghị nhằm nâng cao hình thức và mức độ tham gia của cộng đồng trong các chương trình bảo tồn và phát triển du lịch.
