Abstract

Nghiên cứu này nhằm đánh giá kết quả và đề xuất các giải pháp để thực hiện hiệu quả kế hoạch sử dụng đất (LUP) hàng năm tại huyện Ân Thi, tỉnh Hưng Yên. Các phương pháp bao gồm thu thập dữ liệu sơ cấp và thứ cấp, đánh giá theo thang điểm Likert 5 điểm sử dụng các chỉ tiêu sử dụng đất và khảo sát cán bộ, công chức. Kết quả cho thấy 50 chỉ tiêu được thực hiện ở mức rất tốt (chiếm 52,08% tổng số chỉ tiêu được đánh giá), trong khi 19 chỉ tiêu (chiếm 19,79%) được đánh giá là rất kém. Khảo sát cán bộ, công chức cho thấy có 1/8 tiêu chí (Sự quan tâm và hỗ trợ của chính quyền các cấp đối với LUP hàng năm) được đánh giá là rất tốt, 5 tiêu chí ở mức tốt (bao gồm sự phối hợp của các bên liên quan, công bố thông tin, tính phù hợp của Điều phối LUP trong chỉ đạo thực hiện LUP và kết quả thực hiện LUP) và 2/8 tiêu chí ở mức trung bình (Quản lý và tiến độ thực hiện LUP). Để nâng cao hiệu quả thực hiện LUP, nghiên cứu đề xuất một bộ giải pháp đồng bộ, bao gồm: cải tiến việc lập và thực hiện LUP hàng năm; huy động các nguồn lực cần thiết; đẩy nhanh việc ứng dụng khoa học, công nghệ và đổi mới sáng tạo; và thành lập quỹ đất dự trữ.
